Have the NFL kick in a little cash, let the kids manage their NIL, and have minor league football spread across mid-size towns nationwide. High school kids good enough and those ready to leave college could go there. They would be developed and paid. Take college football back to scholarships and stipend money only. The colleges could simply not use an athlete's name, image, or likeness. The quality of college football takes a hit but it would be a relative hit. Solved?

NFL has a free farm system now, they aren't going to pay for something they already have for free. Colleges are going to have to force the NFL's hand. Make college athletes have to be admitted to the school through regular admission channels with regular admission requirements and enroll in classes BEFORE they can be awarded a scholarship. This will get rid of all the players who are in college for no other reason than to audition for the NFL. If the NFL wants the top athletes who aren't academically college material, they will have no choice but to create a farm system of some kind.

Let the college athletes have the right to NIL deals but stipulate that NIL money must come directly from the specific company or group that is using a players NIL. NIL collectives could spend money on the farm system players if they wanted to.
