I kinda read that as a jab toward UGA, more so than a genuine compliment. He said:

“I think Georgia has done the best job of spending their millions. I give them credit. They spread it out. Everybody’s happy there,” Steve Spurrier said.

That kinda sounds like a thinly-veiled accusation that we succeed because of money.
